Negai Japan Terms & Conditions

1. Introduction

By accessing or using our website, account features, Wallet functions, and related services, you agree to these Terms & Conditions (“T&C”). Please read them carefully.

Negai Japan provides services that may include:

  • purchasing products on behalf of the customer,
  • receiving and handling packages,
  • storing items when applicable,
  • arranging international dispatch to an address outside Japan,
  • and providing an internal wallet balance for eligible operations within the platform.

Our services are intended for international shipping outside Japan unless expressly stated otherwise.

2. General Provisions

By accessing our website and using our services, you agree to comply with these T&C, as well as any additional policies, rules, or guidelines published by Negai Japan.

Negai Japan may update these T&C at any time. Material changes may be communicated by email, website notice, or dashboard notice. Continued use of the service constitutes acceptance of the updated T&C.

If a specific policy applies to a particular function, such policy supplements these T&C. In the event of conflict, the more specific policy shall govern that function to the extent of the conflict.

3. Definitions

For purposes of these T&C:

  • Negai Japan means the proxy shopping and international forwarding service operated by Negai Japan.
  • Member means an individual or entity registered on the Negai Japan platform.
  • Account means the registered customer account used to access Negai Japan services.
  • Wallet means the internal balance in JPY made available within the Member’s account for eligible platform operations.
  • Current wallet balance means the amount currently available for use at that moment.
  • Top-up request means a request submitted by a Member to add funds to the Wallet.
  • Withdrawal request means a request submitted by a Member to withdraw eligible Wallet funds.
  • Wallet transaction means a financial movement recorded in the Wallet ledger.
  • Top-up credit means the Wallet transaction created when a top-up request is approved.
  • Order debit means the Wallet transaction created when an order is paid using Wallet funds.
  • Shipping debit means the Wallet transaction created when a shipping payment is completed using Wallet funds.
  • Withdrawal request debit means the Wallet transaction created when a withdrawal request is submitted.
  • Withdrawal cancelled refund means the Wallet transaction used to return funds to the Wallet when a withdrawal request is not completed.
  • Submitted amount means the amount declared in a top-up request.
  • Credited amount means the amount actually credited to the Wallet after review.
  • Requested amount means the amount requested by the user in a withdrawal request.
  • Paid amount means the amount actually transferred to the user upon completion of a withdrawal.
  • Fee amount means the fee applied to a withdrawal, when applicable.
  • Transfer reference means the transfer identifier, reference, or proof used to identify or finalize an operation.
  • Prohibited Items means items restricted or prohibited by Japanese law, destination-country law, carrier rules, or Negai Japan policy.

4. Service Description

Negai Japan acts on behalf of the Member to purchase eligible goods from third-party stores, marketplaces, or other sources in Japan, and to prepare and dispatch those goods internationally to the Member’s designated address.

Negai Japan may also offer a Wallet function that allows Members to add internal balance and use such balance for eligible payments within the platform, including approved orders and shipping payments.

The service may not be used for unlawful purposes or for destinations or items that violate applicable law, carrier rules, or Negai Japan policy.

4.1 Included Services

  • reviewing product links and order requests,
  • purchasing items on behalf of the Member,
  • receiving items at its facility,
  • handling and packing items for international shipping,
  • maintaining an internal Wallet ledger for eligible operations,
  • reviewing Wallet top-up and withdrawal requests.

4.2 Exclusions

Unless expressly stated otherwise, Negai Japan does not guarantee:

  • product authenticity,
  • functional inspection,
  • absence of defects in second-hand goods,
  • import tax calculation,
  • customs clearance outcome,
  • availability of an item at the moment of purchase,
  • seller cooperation in refunds, returns, or exchanges.

5. Member Registration and Account Eligibility

To use Negai Japan services, the Member must register an account and provide accurate, complete, and current information.

The Member is responsible for keeping such information updated and for safeguarding account credentials.

Negai Japan may deny registration, restrict features, suspend an account, or terminate membership in cases including:

  • false or incomplete registration data,
  • prior suspension,
  • fraudulent or abusive activity,
  • non-payment,
  • multiple accounts in violation of platform policy,
  • operational or risk concerns.

5.1 Minors

Members under 18 years old must obtain consent from a legal guardian to use the services.

5.2 Single Account Rule

Only one account is permitted per person unless expressly approved otherwise by Negai Japan.

6. Account Management and Security

Members are responsible for managing their login credentials securely and for all activity conducted through their account.

The Member must promptly update account information when changes occur.

Negai Japan is not responsible for losses arising from:

  • unauthorized access caused by the Member’s failure to protect credentials,
  • outdated information,
  • inaccurate transfer details,
  • inaccurate withdrawal destination details provided by the Member.

7. Personal Information and Verification

Negai Japan may use Member information for:

  • account administration,
  • order processing,
  • shipping and logistics,
  • Wallet review and reconciliation,
  • notifications,
  • support,
  • fraud prevention,
  • service improvement,
  • compliance with internal risk controls and applicable legal obligations.

Negai Japan may request additional information or documents when necessary to review top-up requests, withdrawal requests, suspicious transactions, risk flags, disputes, or account inconsistencies.

Personal information may be handled in accordance with Negai Japan’s Privacy Policy and may be shared with third parties where necessary to provide services or comply with legal or operational requirements.

8. Suspension, Restriction, and Termination

Negai Japan may suspend, restrict, or terminate access to the platform, account features, or Wallet functions when necessary for security, operational integrity, fraud prevention, dispute handling, or compliance reasons.

Restrictions may apply to:

  • top-up requests,
  • Wallet usage for payment,
  • withdrawal requests,
  • refunds,
  • account access generally.

Negai Japan may also suspend or terminate an account where:

  • payment obligations remain unsettled,
  • prohibited items or unlawful activity are involved,
  • a Member violates these T&C,
  • a Member misuses the Wallet or requests,
  • fraud, abuse, or identity inconsistency is suspected.

Members may contact support to seek review of a restriction or suspension, but Negai Japan retains final discretion subject to applicable law and internal policy.

9. Orders, Purchases, and Member Responsibilities

The Member must provide accurate product information and review all order details before submission.

Negai Japan will make reasonable efforts to purchase requested items, but cannot guarantee successful purchase where:

  • stock changes,
  • listings end,
  • sellers refuse the purchase,
  • prices change,
  • errors exist in the listing,
  • operational or legal issues prevent completion.

The Member remains responsible for:

  • providing accurate order information,
  • understanding destination-country import rules,
  • paying applicable charges,
  • complying with carrier and customs restrictions.

10. Payment Methods and Wallet

Negai Japan may offer one or more payment methods depending on the service flow, transaction type, and feature availability.

10.1 Available Payment Methods

Negai Japan may accept payment methods such as:

  • PayPal,
  • Wallet balance,
  • and other methods expressly made available in the platform.

The payment methods shown in the platform at the time of the transaction are the methods available for that transaction.

10.2 Wallet Overview

The Wallet is an internal JPY balance made available in the Member’s account for eligible transactions.

The Wallet is not a bank account, payment account, or separate financial account held for the Member.

The Current wallet balance represents the amount currently available for use at that moment.

Top-up requests still under review are not included in the Current wallet balance.

10.3 Top-up Requests

Members may submit a top-up request to add funds to the Wallet through the flow made available by Negai Japan.

A top-up request does not immediately increase the Wallet balance.

If a top-up request is approved:

  • the request status becomes Approved,
  • a Top-up credit Wallet transaction is created,
  • the Credited amount is added to the Current wallet balance.

The Credited amount may differ from the Submitted amount based on review, reconciliation, evidence, and operational findings.

If a top-up request is rejected, cancelled, or expired, no Wallet credit is created.

10.4 Wallet Use for Orders and Shipping

The Wallet may be used for eligible payments including:

  • approved orders,
  • shipping payments,
  • and other supported internal charges shown in the platform.

Wallet use requires the full amount of the relevant charge to be covered by the Wallet balance.

Split payment in the same charge is not permitted.

When an order is paid using the Wallet, an Order debit Wallet transaction is created.

When shipping is paid using the Wallet, a Shipping debit Wallet transaction is created.

After the applicable debit, the Current wallet balance is updated.

If the Wallet is used as the payment method, PayPal system fees should not be applied to that Wallet payment.

10.5 Wallet Transactions and Ledger

The Wallet operates with a transaction history ledger.

Members may be able to view:

  • Top-up requests,
  • Wallet transactions,
  • Withdrawal requests, depending on the features made available in the platform.

The field Balance after reflects the Wallet balance immediately after that specific transaction was registered.

11. Packing, Storage, and Shipping

Negai Japan may offer packaging, consolidation, storage, and international shipping options as made available in the platform.

Shipping methods and availability depend on destination country, carrier rules, package restrictions, and operational circumstances.

Members must provide shipping instructions and complete required payments within the deadlines set by Negai Japan. Negai Japan may impose consequences where payment or shipping instructions are not completed within the applicable period, including storage fees, sale, disposal, or cancellation of service, subject to policy and applicable law.

12. Cancellations, Refunds, Returns, and Exchanges

12.1 Cancellations

As a general rule, orders and bids cannot be cancelled once placed, except in extraordinary circumstances and at Negai Japan’s discretion, subject to the seller’s policy, the rules of the applicable payment provider, and operational feasibility.

12.2 Before completion of the purchase

If an item becomes unavailable before the purchase is completed, or if the seller cancels before the purchase is completed, the corresponding charge shall not be completed for that transaction flow.

If no Wallet debit has yet been recorded for that transaction flow, no Wallet debit will be recorded.

If no external payment has yet been finalized for that transaction flow, no corresponding external charge will be treated as completed.

12.3 Refunds for Wallet-funded transactions

If a Wallet debit has already been recorded and a refund becomes applicable, the eligible amount will be returned through the appropriate Wallet transaction in the ledger.

For transactions funded through the Wallet, the Wallet shall be the default destination for eligible refunds, unless a specific approved policy provides otherwise.

If a payment made using Wallet funds is cancelled, reversed, or otherwise becomes eligible for refund after the relevant Wallet debit has already been recorded, the eligible amount will be returned to the Member’s Wallet through the appropriate Wallet transaction in the ledger.

12.4 Refunds for transactions paid via PayPal or another external payment method

If a payment was made via PayPal or another external payment method made available by Negai Japan, any eligible refund will, as a general rule, be processed back to the same payment method originally used, subject to the payment provider’s rules, operational feasibility, and applicable law.

The amount effectively received by the Member may differ from the amount originally paid due to fees, bank charges, transfer costs, currency conversion, exchange rate fluctuations, or other deductions applied by third parties. To the extent permitted by applicable law, Negai Japan shall not be responsible for such differences when those amounts are not refunded to Negai Japan or are otherwise non-recoverable under the applicable rules.

The time required to complete a refund processed through PayPal or another external payment method may vary depending on the seller, the payment provider, the financial institution involved, and the applicable operational procedures.

12.5 Returns and Exchanges

Requests for return or exchange are subject to the seller’s policy, the condition of the shipment, the applicable time limits, the evidence available, and, where relevant, the rules of the payment provider.

Negai Japan has no obligation to guarantee a return or exchange where the seller does not accept it.

13. Withdrawal Requests

Members may submit a withdrawal request for eligible Wallet funds.

At the time a withdrawal request is submitted:

  • a Withdrawal request debit Wallet transaction is created,
  • the requested amount is deducted immediately from the Current wallet balance.

Approved and processing transfer means the request has passed review and the transfer is being processed.

Completed means the withdrawal has been treated as completed in the operational flow.

Rejected means that the withdrawal request was not approved for completion.

Withdrawal fees may apply, and the amount actually received by the Member may be lower than the requested amount.

If the requested withdrawal amount is less than or equal to the applicable withdrawal fees and transfer costs, Negai Japan may reject the withdrawal request. In such case, no payout will be made, and the amount deducted from the Wallet, to the extent consumed by such fees and costs under the policy in effect at the time of the request, may not be returned to the Wallet.

If a withdrawal request is rejected or cancelled, the previously debited amount should be returned to the Wallet through an appropriate refund transaction, unless the requested withdrawal amount was insufficient to cover the applicable withdrawal fees and transfer costs under the policy in effect at the time of the request.

14. Prohibited Items

Members may not request purchase, storage, shipment, or handling of items that are illegal, restricted, dangerous, perishable, prohibited by carriers, or otherwise refused by Negai Japan.

This includes, without limitation:

  • items prohibited under Japanese law,
  • items prohibited by destination-country law,
  • narcotics, stimulants, cannabis, illicit drugs,
  • firearms, ammunition, explosives, hazardous materials,
  • certain medical supplies,
  • dangerous goods,
  • live animals or plants,
  • cultural property,
  • counterfeit goods,
  • oversized or non-shippable items,
  • any item Negai Japan considers unsafe, impractical, or non-compliant.

15. Prohibited Actions

Members must not:

  • purchase prohibited items,
  • use forged or unauthorized payment instruments,
  • misuse the Wallet,
  • attempt to manipulate top-up requests or withdrawal requests,
  • use third-party payment accounts or third-party identities without authorization,
  • engage in fraud, abuse, triangulation, or chargeback abuse,
  • contact sellers directly where prohibited,
  • make unreasonable claims beyond Negai Japan’s responsibility,
  • interfere with Negai Japan’s operations,
  • harass staff, sellers, or other parties,
  • use the service for unlawful purposes.

Violations may result in:

  • request rejection,
  • Wallet restriction,
  • account restriction or termination,
  • reversal of service,
  • legal action,
  • and recovery of damages where applicable.

16. Non-Provision of Services

Negai Japan may decline to provide or complete services where:

  • the item is prohibited or restricted,
  • purchase is unreasonably difficult or impossible,
  • listing information is erroneous,
  • the item never reaches the facility,
  • payment is not completed in time,
  • a top-up request is not confirmed,
  • a withdrawal request is not approved,
  • necessary evidence is missing,
  • the Member is unresponsive,
  • the Member violates these T&C,
  • fraud, risk, dispute, or operational integrity concerns arise.

17. Error Correction and Reconciliation

Negai Japan may correct incorrect, duplicated, incomplete, or inconsistent Wallet records.

Where a discrepancy exists between:

  • request status,
  • Wallet transaction history,
  • Current wallet balance,
  • and supporting operational evidence,

Negai Japan may review and adjust the affected records before confirming the final position to the Member.

Manual adjustments must follow internal controls and governance.

18. Service Availability and Interruptions

Negai Japan may change, suspend, or discontinue part or all of its services, including Wallet functions, without prior notice where reasonably necessary for:

  • maintenance,
  • system overload,
  • security review,
  • operational integrity,
  • third-party dependency issues,
  • compliance-related reasons,
  • or other necessary business reasons.

Negai Japan is not liable for losses caused by service interruptions beyond its reasonable control.

19. Liability and Limitations

Negai Japan does not guarantee:

  • successful purchase completion,
  • seller accuracy,
  • item authenticity,
  • customs clearance success,
  • uninterrupted system operation,
  • uninterrupted Wallet availability,
  • absence of third-party failures.

Negai Japan is not responsible for losses arising from:

  • inaccurate information provided by the Member,
  • seller misrepresentation,
  • customs or import restrictions,
  • carrier restrictions,
  • third-party payment, bank, or transfer issues,
  • platform downtime,
  • delays caused by review, verification, or risk checks,
  • failure by the Member to comply with these T&C or related policies.

To the extent permitted by applicable law, Negai Japan shall also not be responsible for differences between the amount originally paid and the amount effectively received by the Member in cancellations, reversals, or refunds processed through PayPal or any other external payment method, where such differences result from payment provider fees, bank charges, transfer costs, currency conversion, exchange rate fluctuations, spreads, or other deductions applied by third parties, provided that such amounts are not refunded to Negai Japan or are otherwise non-recoverable under the applicable rules.

20. Governing Law and Jurisdiction

These T&C shall be governed by and interpreted in accordance with Japanese law.

Any disputes arising out of or in connection with these T&C or Negai Japan services shall be submitted to the Tokyo District Court, unless otherwise required by applicable law.

21. Future Updates

Negai Japan reserves the right to update these T&C.

Material changes may be communicated by:

  • email to the Member’s registered email address,
  • website notice,
  • or account/dashboard notice.

Members are responsible for reviewing the latest version of the T&C.
